Certification of occupational health and safety management systems according to BS OHSAS 18001 and ISO 45001
In addition to quality, environment and energy, occupational safety and health protection are increasingly becoming the focus of interest when it comes to management systems. The main starting points are environmental management - e.g. in the handling of hazardous substances.
Systematic management of occupational safety and health protection contributes, among other things, to avoiding accident and illness related absences and to reducing contributions to the employers' liability insurance association: The internal security but also the profitability of the company increase. In addition, the external audit gives the company new impulses to further develop health protection and safety in the workplace and in turn supports the internal improvement process.
It also ensures that management complies with its legal duty to implement occupational safety regulations effectively: The certification of the AMS is a trustworthy proof towards customers and other authorities.
Based on a recognized standard, e.g. BS OHSAS 18001:2007 - Occupational Health and Safety Assessment Series or ISO 45001:2018, occupational health and safety can be integrated into existing management systems. Such an integrated audit of the AMS with quality, environment and/or energy minimizes both the additional effort and considerably reduces the "audit burden" for management and employees.
The British standard BS OHSAS 18001 is currently in use in more than 80 countries. In order to achieve worldwide validity and adapt the requirements to future challenges, ISO 45001 has been developed and published on 12 March 2018. As the first international standard for OH&SMS, it replaces BS OHSAS 18001. By 11 March 2021 all management systems according to BS OHSAS 18001 should have migrated to ISO 45001.
ISO 45001 describes, among other things, new requirements for occupational health and safety management systems and also contains instructions for their implementation.
With the publication of ISO 45001, BS OHSAS 18001:2007 is considered "withdrawn". Organizations with accredited certificates according to BS OHSAS 18001 have a three-year transition period to convert their certificates. Certificates according to BS OHSAS 18001 are therefore valid until 11.03.2021 at the most. If the validity period is reduced to less than 3 years due to this regulation, the certificates receive the full 3 years again after the conversion, provided that all requirements are fulfilled.
Customers can have the conversion of the certificates (migration) carried out within the framework of surveilance, recertification or special audits. Some additional effort is required. In order to calculate the additional effort, please contact us directly. Of course, GUTcert checks particularly thoroughly to what extent the "audit burden" for our customers can be kept low.
ISO 45001 is based on the High Level Structure (HLS).This leads to new focal points, such as determining the context of the organisation or taking external and internal issues relating to occupational health and safety into account. This means that not only external groups of persons, such as customers, but also internal groups of persons, in particular employees, must be explicitly considered.
Persons who are not permanently employed in the company but who work under the responsibility of the organisation have also been given a new significance. These include subcontractors (contractors), for example, but also completely outsourced processes. The new ISO 45001 contains a separate subchapter for this topic.
Due to HLS, the top management of a company has a greater responsibility for the management system.
Another innovation is the term opportunities within the framework of the OH&SMS, which provided for many discussions during the development of the standard. This involves aspects that go beyond the mere elimination or minimisation of occupational health and safety risks and general health burdens.
