This applies, for example, to reviews prior to the issuance or cancellation of guarantees of origin or when registering a production facility:
If a power generation plant is to be registered in the HkNR, in some cases an environmental assessment and approval are required before HkN can be issued, including
Plants > 100 kW for whose electricity no EEG subsidy has been claimed in the last five years (cf. § 22 (1) No. 2 HkRNDV).
Biomass plants and mixed combustion plants > 100 kW. This also includes biogas, landfill gas or sewage gas plants, as well as waste-to-energy plants and thermal waste treatment plants (cf. § 22 (1) No. 1 HkRNDV).
Before the UBA issues certificates of origin, some types of plants require inspection and approval by an environmental verifier. These types of plants include:
Biomass plants and mixed combustion plants > 100 kW: Here, the energy-related renewable components of the fuels used (biogenic components) and the amounts of electricity must be confirmed. In addition, these plants must be inspected by an environmental verifier at least every 15 months (cf. § 42 HkRNDV).
Pumped storage power plants: For these, the efficiency factor and the amount of electricity generated and used for pumping must be confirmed (cf. § 13 HkRNDV).
Plants > 250 kW that do not feed into a public distribution network: These include, for example, customer plants or factory networks. In this case, the amounts of electricity fed into the grid must be confirmed. (cf. § 12 (1) s. 1 no. 9 HkRNDV).
Since the purchase of green electricity through the coupled supply of HkN is also eligible for recognition as an ecological consideration within the framework of electricity price compensation (SPK), this is becoming increasingly relevant. Here, too, verification and confirmation by environmental verifiers is required.
Before the electricity supplier devalues HkN, it must be checked and confirmed in an environmental report whether the amount of electricity underlying the HkN was supplied in accordance with the requirements of § 30a HkRNDV.
Why is it worthwhile participating in the HkNR?
Additional Revenue
HkN are traded: If no EEG subsidy is paid (anymore), HkN can provide additional income.
Meeting PPA demand
The ongoing decarbonisation of the industry is increasing demand for PPAs and the associated guarantees of origin.
Synergies
MHKW and biomass plants that are subject to reporting requirements under the BEHG may, if necessary, waive the verification of the emissions report.
