Credible Green Electricity supply – verified by environmental verifiers

The coupled delivery (formerly optional coupling) of guarantees of origin (GOs) serves to link the delivery of electricity from renewable energies directly to its green electricity status, i.e. the associated guarantees of origin.

In contrast to the standard procedure, coupled delivery does not allow German grey electricity deliveries to be “greenwashed” with guarantees of origin from Norwegian hydropower, for example.

Coupled delivery – i.e. the parallel delivery of electricity and the associated HkN from the same plant – is indicated in the HkN on the validation certificate of the Federal Environment Agency after confirmation by an environmental auditor.

With a coupled delivery, you can prove that electricity and green attributes were supplied from a single plant, thereby preventing accusations of greenwashing fossil fuel electricity with foreign ‘certificates’.

Electricity Price Compensation

The purchase of green electricity is recognised as an ecological consideration for electricity price compensation. For electricity from German plants, coupled delivery is mandatory.

The legal basis is § 30a HkRNDV. The requirements apply at the balancing group level. A coupled supply may be carried out across one or two balancing groups. If there are two balancing groups, the first balancing group must be a green electricity balancing group.

As § 30a HkRNDV is rather abstract, the UBA has published guidelines with specific requirements.

The company submitting the application for cancellation of the guarantees of origin (electricity supply company, EVU) must have assigned an environmental verifier to the HkNR and tick the box for ‘coupled delivery’ when cancelling.
The GO to be devalued will then appear in the environmental verifier account for review and confirmation.

Once confirmation has been made in the HkNR, the EVU receives a devaluation certificate for the coupled delivery and, upon request, a certificate for the application for electricity price compensation from the DEHSt.

This also means that the check is carried out ex post: if deliveries were not compliant, no coupled delivery can be confirmed – no correction is possible. So make sure you are well prepared in good time. Please feel free to contact us for more information.
