The LESS system, established by the non-profit organisation LESS aisbl, is a classification system that makes it easy to quickly assess the carbon intensity of steel. The six-level system ranges from Level D to Near-Zero steel: Level D has a very high emission intensity, whilst Near-Zero has a very low one. To comply with the Paris Agreement climate targets, at least Level A must be achieved.
The use of scrap steel is also incorporated into the assessment as a ‘sliding scale’, with emissions reported along a scale that takes the proportion of scrap into account.
This is because steel production in Europe bears a particular responsibility for achieving Europe’s climate targets. Accounting for 5 % of the EU’s total emissions, it contributes significantly to the further accumulation of CO₂ in the atmosphere. LESS’s comprehensive approach is designed to support the transformation of the industry.
Benefits of Verification
Transparency
You clearly state to your customers and other stakeholders whether the steel in question has low, high or near-zero emissions.
Credibility
They highlight where your company stands on the path to greenhouse gas-neutral steel production and help you build credibility.
Comparability
The LESS classification guidelines make it quick and easy to identify and compare the emission levels of steel.
Competitive Advantage
Steel classified according to LESS offers a competitive advantage for contracts where emission levels are a criterion for awarding the contract.
Steel is classified according to its emission levels and scrap content:
Level D indicates the highest emissions
Level A means emissions are close to 0
Level A is necessary to comply with the Paris Agreement climate targets
the ‘hot-rolling’ process and upstream emissions, such as those from purchased goods, are taken into account
The use of steel scrap is reported
The LESS requirements are audited by external bodies such as GUTcert. The label is awarded by LESS aisbl following a successful audit. The label may not be used without certification.
GUTcert has been a registered certification body for LESS since 2026. As a recognised testing body, we can carry out tests in accordance with LESS and confirm the correct classification of your steel within the LESS system.
